K.C. Saha is a retired officer of the Indian Administrative Service of Bihar Cadre. He worked as the Principal Secretary in the Election Commission of India for five years from 1987 to 1992. He has also worked as the Chief Electoral Officer in the State of Bihar from 1996 to 1997 and again from 2004 to 2005. At present the author is working as the Chairman of Bihar Public Service Commission.
